We had only been at our new apartment on the Northwest side a short while when I noticed the ditch next to our house was always full of water and there was evil things growing in it. There were also kids playing in it.

I called the apartment complex and they said they had called the City of Houston and were told the road belonged to the county. When they call the county, they said it had been turned over to the City. They could not find anyone who would do anything about the polluted ditch.

I called the developer and he said he had turned it over to the county when the addition was finished. I called the county and they said they had turned it over to the City of Houston when Houston annexed the area. When I called the City, I was told it still belonged to the county. I called the Health Department.

The Health department to me to call the City of Houston. I told them I already had and brought them up to date. They said they would take care of the problem.

The Health department came out and took samples of the water in the ditch and had it analyzed. They called me and told me the water was severely polluted and could cause health problems for anyone who went into the ditch. They also called the Apartment complex and asked them to let everyone know that the ditch was dangerous.

The Health department sued the City of Houston and Harris County. The County won and the City of Houston lost. The court ordered the City of Houston to clean up the ditch immediately. They did.

Rom 13:3-4 For rulers are not a terror to good works, but to evil. Do you want to be unafraid of the authority? Do what is good, and you will have praise from the same. For he is God's minister to you for good. But if you do evil, be afraid; for he does not bear the sword in vain; for he is God's minister, an avenger to execute wrath on him who practices evil.
