Shepherd - Pastor, overseer, Bishop, President, Judge, King, Dictator; a shepherd is God's companion; the spiritual head of the Church; leads the congregation in church and out of church; ruler over the congregation; a pastor, priest, king, judge or president of a country is a shepherd; to be like Jesus - the good Shepherd, a shepherd should lead his congregation to safe places, provide water (love); restore souls; lead his congregation in paths of righteousness; Remove all fear of evil from his congregation; Stay with his flock no matter what; teach and rebuke (in a loving manor); feed the congregation God's word; He should shepherd them according to the integrity of his heart and guide them with skillful hands; He will gather the congregation together; hold them close to his heart and gently lead mothers  of young children; He should determine when a new sanctuary should be built and where the foundation should be laid; Should not feed themselves and not the flock; should not eat the fat and clothe yourselves and not the flock; A shepherd should strengthen the flock and heal the sick; bound up the broken hearted; bring back the ones who were driven away; seek what is lost; be gentle and kind; If there is no shepherd, the congregation wanders off and become food for evil people; Without a shepherd, people are in danger; Beware of false Shepherds.  The true shepherd goes in and out and the people follow him - he does not go behind and push or shove or beat the people.  There are some pastors who are hirelings and when trouble comes he runs away.  A hireling does not care about the flock.  A pastor who loves the people and cares for them is a true shepherd.  Shepherd the flock of God which is among you, serving as overseers, not by compulsion but willingly, not for dishonest gain but eagerly; nor as being lords over those entrusted to you, but being examples to the flock;  Jesus is the ultimate good shepherd and one day he will lead up to living fountains of waters and wipe away every tear from our eyes. If there is no pastor/shepherd, the people are supposed to go home in peace (no turmoil or guilt about not being in church).  Jesus is the Shepherd of all the lesser shepherd.

Definition: a person who tends sheep; pastor;   to tend as a shepherd; to guide or guard in the manner of a shepherd <shepherded the bill through Congress>; a spiritual overseer; especially : a clergyman serving a local church or parish

Example: If you hire a preacher and he just preaches; but does not care enough about  the congregation to bring them in from the world or he beats the congregation up when he preaches, you have hired someone to fill the pulpit but he does not have the Gift of Shepherding and he is struggling and stressed out because he is doing what he is not equipped to do.  When a pastor has the Shepherding gift, he is at ease with the congregation and cares about them so much he can't stand it if one goes missing.  He will make every effort to find that person and get him back into the fold.  A pastor who has this gift enjoys his position and can not fathom ever doing anything else - the job is easy and joyful for him. 

Num 27:16-17 "Let the LORD, the God of the spirits of all flesh, set a man over the congregation, "who may go out before them and go in before them, who may lead them out and bring them in, that the congregation of the LORD may not be like sheep which have no shepherd."

2 Sam 5:1-2 Then all the tribes of Israel came to David at Hebron and spoke, saying, "Indeed we are your bone and your flesh. "Also, in time past, when Saul was king over us, you were the one who led Israel out and brought them in; and the LORD said to you, 'You shall shepherd My people Israel, and be ruler over Israel.'"

1 Ki 22:17 Then he said, "I saw all Israel scattered on the mountains, as sheep that have no shepherd. And the LORD said, 'These have no master. Let each return to his house in peace.'"

1 Chr 11:2 "Also, in time past, even when Saul was king, you were the one who led Israel out and brought them in; and the LORD your God said to you, 'You shall shepherd My people Israel, and be ruler over My people Israel.'"

Psa 78:71-72 From following the ewes that had young He brought him, To shepherd Jacob His people, And Israel His inheritance. So he shepherded them according to the integrity of his heart, And guided them by the skillfulness of his hands.

Acts 20:28-30 "Therefore take heed to yourselves and to all the flock, among which the Holy Spirit has made you overseers, to shepherd the church of God which He purchased with His own blood.  Acts 20:29 "For I know this, that after my departure savage wolves will come in among you, not sparing the flock. "Also from among yourselves men will rise up, speaking perverse things, to draw away the disciples after themselves.

Heb 13:20-21 Now may the God of peace who brought up our Lord Jesus from the dead, that great Shepherd of the sheep, through the blood of the everlasting covenant, make you complete in every good work to do His will, working in you what is well pleasing in His sight, through Jesus Christ, to whom be glory forever and ever. Amen.

1 Pet 2:25 For you were like sheep going astray, but have now returned to the Shepherd and Overseer of your souls.
